    BRUSSELS / RankWire.AI / – A crucial development in Europe’s pursuit of strategic independence in space, authorities in Brussels representing the European Union have formalized an agreement with the SpaceRISE consortium to implement the IRIS² satellite network. After concluding detailed technical and financial negotiations initiated in January 2026, this binding agreement marks the transition of the EU’s multi-billion-euro satellite communications project from planning to large-scale production. The upgraded architecture promises faster launch schedules and provides secure, tamper-proof connectivity for government and military users.

    According to the revised contract, the core satellite constellation will expand from 282 planned orbital units to 348 operational satellites. This enlarged network configuration integrates 330 satellites in higher low Earth orbit alongside 18 spacecraft in medium Earth orbit, with additional orbital options reserved for specialized missions. The agreement confirms definitive timelines for satellite manufacturing, launch procurement, secure ground segment development, and operational connectivity services. Initial satellite launches are scheduled for 2029, enabling participating member states to access sovereign connectivity shortly thereafter.

    The decision to increase the size of the satellite constellation directly responds to rising security concerns and changing defense operational needs across Europe. The updated plan enhances the existing satellite hardware with technical improvements and incorporates an extra layer of 66 low Earth orbit spacecraft dedicated to defense agencies, national security organizations, and emergency responders. Official technical evaluations suggest that this expansion will boost secure governmental communications capacity by 60 percent within EU territory and by 54 percent worldwide, strengthening regional capabilities during complex emergencies and crises involving critical infrastructure.

    European Union Signs Agreement to Grow IRIS2 Satellite Network

    Led by the SpaceRISE consortium, which manages the main development and 12-year operational rights, the project involves major European satellite operators such as SES, Eutelsat, and Hispasat. The implementation process is closely coordinated with the European Space Agency, which provides engineering expertise and launch support. Manufacturing is carried out by a broad network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecommunications firms Orange and Deutsche Telekom.

    Funding for the expanded satellite system is structured as a public-private partnership, combining resources from the European Union budget, national governments, and private sector investments from consortium members. Member states are formalizing their financial commitments for deployment over the 2028 to 2034 period. Official records show Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced investments ranging from 1.6 billion euros to 2 billion euros, with additional funding negotiations ongoing.

    Upgraded Technology Significantly Enhances Governmental Secure Communications by Sixty Percent

    Beyond serving EU member states, the expanded communication network will also support nations such as Norway and Iceland under separate administrative agreements. As the third major space initiative of the European Union, following Galileo and Copernicus, IRIS2 is designed to provide high-performance, tamper-proof communications for public authorities while helping bridge digital divides in remote regions. The system will utilize military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure against cyber threats and physical signal interference.

    With manufacturing now underway in Europe, the European Commission and SpaceRISE are managing phased deployment milestones leading to initial orbital testing. The execution of this agreement ensures that the EU can meet its long-term strategic autonomy goals by expanding IRIS2, establishing a resilient, European-owned satellite infrastructure capable of supporting civil protection, defense, and commercial digital services for decades to come.
